The Central Heat and Power Plant (CHPP) is a coal fired co-generation plant that produces electricity and steam heat for the installation. The electrical distribution system distributes power generated at the CHPP to most of Ft. Wainwright. The water treatment plant consists of a small pressurized green sand filter plant connected water distribution system. Much of the water distribution system is also enclosed in the vast utilidor system. The wastewater collection system is also primarily located in the utilidor system. Ft. Wainwright collects wastewater from throughout the post and discharges the wastewater into the Golden Heart Utilities wastewater system through a central lift station. The heat inside the utilidor adversely affects the wastewater by contributing to the formation of hydrogen sulfide. A peroxide injection system is used to mostly neutralize the effects of the sulfide before it enters the GHU stream.
There are three remote sites included in the Ft. Wainwright solicitation. Black Rapids is located approximately 40 miles south of Ft. Greely and has utilities for the Northern Warfare training center consisting of a power generator, well, septic system and fuel fired heat system. Bolio Lakes, located approximately 25 miles south of Ft. Greely has more permanent facilities to support the Cold Regions Test Center. Facilities include power, wells and septic system. These facilities will both be supported from Ft. Greely although the Army considers them to be components of the Ft. Wainwright contract.
The third remote site is the Yukon Training Area approximately 30 miles south of Ft. Wainwright. The facilities consist primarily of overhead power to the training facilities for infantry type training and Stryker vehicle crew training.
